September 2026 brought changes affecting study budgets, certain workers' study options, travel measures and some pre-removal risk assessments. This retrospective separates announcements made during September from earlier rules that continued to matter; use the effective date and the conditions of each official measure before applying it to your situation.

How to read this September retrospective
The reporting period is September 1 to September 30, 2026. This article was reviewed on October 21, 2026. Individual source summaries show when each page was opened. Its eventual publication date will be the actual publication date, not a date inserted to make it appear that the article existed in September.
Each item below identifies the people affected, the relevant date and the next document to check. A later change may affect an application submitted now. If you are preparing a current file, use this page to understand the September sequence and then open the current program instructions.
Keep an announcement date separate from the date a rule starts, the period it covers and an individual filing deadline. Those dates can differ. A headline saying that an option is available does not show that every reader meets its conditions or that the option remains available when they apply.
Study budgets changed for applications from September 1
IRCC's financial-support table sets a living-expense amount of CAD 23,448 for one person applying on or after September 1, 2026 outside Quebec. That amount excludes tuition and transportation. Accompanying family changes the calculation, and Quebec has a separate framework.
The useful task is to rebuild the complete study budget. Put tuition, living expenses and transportation on separate lines, identify who will provide the money and keep evidence of the source. A bank balance should be read together with the payment plan and the documents showing that the funds are genuinely available.
For a family comparing a September application with an earlier plan, check which application-date table applies. Do not use an old screenshot because it was current when admission was offered. Keep the current table date with the budget so the adviser reviewing it can see the basis for the calculation.
A September 9 measure concerned study by eligible workers
IRCC's September 9 notice announced a temporary measure for certain work-permit holders already in Canada. The current IRCC worker study instructions, updated October 6, clarify that eligible holders of a valid work permit may study full-time or part-time without a study permit if the program lasts six months or less, or until the work permit expires, whichever comes first. This is a temporary measure, not a new route to come to Canada.
The September 9 news release said full-time study still required a study permit. The more detailed service instructions now state that eligible workers may study full-time under the temporary measure. They also say Canadian work experience gained while studying full-time under this policy does not count toward Canadian Experience Class eligibility or Express Entry ranking points for Canadian work experience. Because the sources are not worded identically, use the current service instructions and check them again before enrolling.
The practical question is therefore whether the specific worker and course meet the measure, rather than whether every worker can enrol without a study permit. Keep any notification and compare the course dates with the permit. Ask about the actual study arrangement before paying non-refundable tuition.
A short training opportunity and a longer educational plan can raise different questions. Record the program, mode of study, start and end dates and intended professional use. That gives a reviewer something concrete to compare with the official policy instead of a general description such as a course for work.
Hong Kong pathway closure shaped September planning
The Hong Kong permanent residence pathways closed to new applications on August 31, 2026. IRCC's September 1 program page states that accepted applications continue to be processed. This is a change carried into September, rather than an announcement first made during the month.
Separate a new PR application from an existing application and any work-permit option connected with it. The closure does not by itself answer the conditions of a person's existing permit or eligibility for another program. Keep the submission receipt, acknowledgement and permit together before requesting advice.
If you were preparing an application but did not submit before the closure, do not treat an old checklist or a school record as proof that the pathway remains open. Identify your current status and the actual alternative program being considered. A different route requires its own eligibility review.
September 28 extended specified Ebola-related measures
IRCC announced an extension of temporary border measures until November 27, 2026. The notice identifies the Democratic Republic of Congo, Uganda and South Sudan and describes restrictions tied to last country of residence at application. It also explains effects on document validity for travel and finalisation of affected applications.
This is a targeted travel and processing question, not a statement about every person holding one of those nationalities. Before travel, compare the exact notice with residence history, the application and current travel documents. Do not assume that a visa approval alone answers whether the measure affects the proposed journey.
For a planned trip, prepare a short record of the application date, last residence, intended itinerary and documents held. Ask for current advice before making commitments. Because this measure has an expiry date, it needs a fresh check close to travel rather than reliance on a September news summary.
September 29 changed a PRRA waiting-period exemption
The Israel and Palestine PRRA notice concerns nationals and former residents who received specified final negative decisions within a defined period. The official notice identifies September 28, 2025 through September 29, 2026 and explains different treatment for later negative decisions. Eligibility to apply is not a guarantee of permission to stay.
Anyone reviewing this item should start with the actual protection and court decisions, their dates and any removal notification. A country name alone does not determine eligibility. The chronology must be compared with the exact exemption and the ordinary PRRA rules.
Keep a copy of the notice with the decision history and identify which decision you believe falls within its period. Do not use the article to calculate a filing deadline or infer a stay of removal. Those are separate questions requiring the actual notification and legal history.
Business-program status still required a separate check
The current Start-up Visa page reports paused intake, while IRCC's federal Self-Employed Persons Program page also identifies an intake pause. Those named federal permanent residence programs should not be confused with generic business ownership, self-employed work or provincial entrepreneur processes.
For a person evaluating a business during September, the useful planning questions were which named application route was being considered and what work the person intended to perform. A commercial purchase does not replace immigration permission. An existing application, a temporary work-permit proposal and a possible provincial nomination should be recorded separately.
If you are using this retrospective now, open the current program pages and the specific work-permit instructions before relying on any route. The current-status business guide and business-owner work guide provide the next level of explanation. This monthly page should direct the reader to those guides rather than repeat every eligibility rule.
Read Express Entry rounds as dated results
Express Entry rounds should be checked through IRCC's official invitations material. A result concerns a particular round, category, date and set of instructions. A previous threshold does not promise an invitation in a later round or establish that someone's work meets the relevant program requirements.
When recording a September round, use separate fields for round date, category, invitations, threshold and tie-breaking time. Keep the official record with the entry. Do not add a year-to-date invitation total unless the underlying records and calculation have been checked for the same reporting period.
Our website's draw information and the broader Express Entry guide serve different purposes. A dated result helps track what happened. A program guide explains eligibility and evidence. Read them together, and ask about your actual work history rather than choosing a route because one historical score looks attractive.
Use a September-to-current checklist
Start with the application or decision you are considering now. Identify which September item could affect it, the date that item took effect and the source that establishes it. Then check for a later amendment, extension or replacement. Keep the two dates visibly separate in your notes.
For study, retain the budget and course documents. For a work-permit holder considering training, retain the notification and course schedule. For a closed PR pathway, retain proof of any earlier submission. For a protection or travel issue, retain the exact notice and relevant chronology.
This approach avoids treating all immigration news as one general change. A rule affecting a particular group does not create an option for everyone else. If the source does not answer your circumstances, write down the unanswered question rather than assuming a favourable interpretation.
What to bring when asking about these changes
Bring the document that creates the immediate question: an application receipt, permit, admission letter, refusal, protection decision or travel plan. Add the official notice you relied on and a short timeline. Identify any money already committed and any deadline approaching, without assuming the article determines its legal effect.
Ask which current rule applies to your facts and whether a later development changes the September position. A monthly roundup is a starting point for finding the relevant source. It does not replace the individual assessment needed before submitting an application or making a time-sensitive decision.
Questions readers ask
Is this page backdated to September?

Can I apply using the rules in this retrospective?
Check the current application instructions and any later changes before acting.
Does a news announcement establish my eligibility?
No. Its specific conditions must be compared with your facts and documents.
General information only. IRCC, ESDC, the IRB, provincial authorities or the courts make the decisions within their respective responsibilities. A consultation does not establish representation.
