This October roundup separates when an immigration update was announced from when it takes effect. It covers the October 27 Express Entry French-language round, targeted Haiti and Sudan measures, new representative penalties, the November 3 Express Entry points change, the asylum Portal transition and the current LMIA regional table. Each item links to its responsible government source so readers can check the rule that applies to their own file.

Month-end check: October 31, 2026. This issue covers October 1–31 and separates announcement dates from effective dates. The latest items below were checked against IRCC, ESDC and the official Express Entry round record. Check the linked source again before acting on a later change.
What did IRCC announce about Express Entry on 16 October?
IRCC’s October 16 Express Entry announcement announces changes taking effect on 3 November 2026. It says eligible Canadian work experience or a qualifying job offer in a high-wage occupation can attract additional points. It also says an LMIA will no longer be required for a qualifying Express Entry job offer to earn the new points or meet job-offer requirements under the Federal Skilled Worker or Federal Skilled Trades programs.
The release says existing profiles will have scores recalculated automatically, while candidates seeking qualifying job-offer points must update their profiles with the required information before 3 November. IRCC says the recalculation may take up to two weeks and invitation rounds will pause during it. That is an announced implementation period, not a prediction of the next invitation date or score.
How should you read the new points factor?
The Express Entry: announced November points changes calls it the Labour Market Integration factor and compares eligible Canadian experience with a qualifying job offer, rather than adding both together. High-wage status depends on the listed occupation and its wage category, not simply the salary an individual has negotiated. Eligibility for an immigration program and eligibility for job-offer points remain separate assessments.
For now, keep a copy of your existing profile and the records behind any proposed update. Check the occupation and program requirements against the current official instructions before changing a claim. The page contains specific transition instructions for online fields; this roundup does not reproduce them as general instructions for every candidate.
The wider process is explained at Express Entry. No new score, invitation or approval can be promised from the announcement alone.
Which LMIA table applies after 9 October?
ESDC’s ESDC: regional LMIA refusal-to-process measure now provides regional unemployment rates for applications submitted from 9 October 2026 to 7 January 2027. Toronto’s listed rate is 7.5 percent. The regional refusal-to-process measure concerns certain low-wage positions in census metropolitan areas at or above 6 percent unemployment, and the official page lists exemptions.
Check the actual work location and applicable wage threshold before treating the Toronto number as the answer for an employer. A regional rate is one part of the processing check, not a finding that every application from that city will be refused. For an employer preparing a file, the current regional column matters more than an April or July screenshot.
The next table update is listed for 8 January 2027. Check the sector and occupation exemptions on the same official page before relying on the regional measure. A current table should not be separated from the conditions that explain when it applies.
What should asylum claimants check before November?
IRCC’s Inland asylum Portal transition says Portal submission changes begin on 3 November. A claim submitted by 11:59 p.m. Eastern time on 2 November does not need new information solely for the transition unless requested. An unfinished inland claim keeps personal information but requires new answers and a review of earlier answers.
A border claim needs a separate check of whether it has been linked and submitted. The English border-claim transition notice says CBSA-collected information will be saved when the claim has not been linked or submitted by the cutoff. The claimant must still link the claim, answer new questions and review earlier answers. A claim linked and submitted before the cutoff does not need new information unless IRCC asks for it. Keep the Portal record and individual instructions together when checking which branch applies.
Both language versions should be checked for the exact situation. The English border page uses “EST” in one part of the notice and “ET” in another, while the French notice uses “HE”. We retain the official wording rather than supply an assumed time-zone conversion. If your letter or Portal record raises a timing question, bring that exact instruction for review.
Keep Portal confirmations, border documents and individual letters together for a review. A change to the submission process does not establish that a separate instruction or deadline has disappeared. The official transition notice is the source for this item, not the date on a social-media post.
Which older policies still matter this month?
An older policy can be relevant to an October application without being an October announcement. The current Medical-exam exemption: older announcement dates the medical-exam exemption extension to October 2024. The policy may allow certain eligible in-Canada applicants to use a previous examination, and its stated expiry is 5 October 2029.
The Express Entry medical-document instructions discuss the in-Canada policy and previous medical numbers. Applicants should check medical evidence requirements instead of assuming the exemption means leaving the medical section empty. This roundup does not label the 2024 extension as a new October 2026 change.
For employer-specific work permits, Work-permit job-offer instructions show a modification date of 17 September 2026 and describe the response to concerns about a genuine job offer. That is background for an October file, not proof that a new legal duty began on the footer date. Keep a letter’s stated response instructions with the actual application documents.
How can you keep the dates straight?
Use a short date record for each item you are relying on. Put the announcement date, effective date and the date you checked the source in different fields. That avoids making an October announcement sound as though it already applies to a submission made earlier in the month.
| Item | Date to distinguish |
|---|---|
| Express Entry points announcement | Announced 16 October; changes start 3 November 2026. |
| LMIA regional table | Current column applies 9 October 2026 through 7 January 2027. |
| Asylum Portal transition | Change starts 3 November; notice gives a 2 November cutoff. |
| Express Entry round #452 | Held 27 October; French-language proficiency; 5,000 invitations; CRS 407. |
| Haiti and Sudan measures | Notice dated 27 October; targeted extension to 30 December 2027. |
| Representative penalties | In force 28 October; Gazette publication stated for 4 November. |
| Medical-exam exemption extension | Announced October 2024; current policy checked October 2026. |
Read dated updates alongside program status. If a page is updated after your last check, compare the actual relevant wording rather than assuming every paragraph changed on that date. Keep the source link with your notes so the person reviewing the file can open the same page.
How can you organize a change before acting on it?
Start with the specific part of your file that the notice may affect. An Express Entry candidate could write down the work period or job offer being reviewed. An employer could identify the position and submission date. A claimant could keep the Portal submission confirmation beside the relevant instructions. These are preparation examples, not statements about an actual client.
Then make a short record in your own words. Put the government page title beside the sentence you want to rely on, and record when you opened it. If the notice announces a later start date, keep that date separate from the day you read the notice. If the source does not answer your question, leave the answer open instead of filling it from a headline.

This blank organizer is an editorial teaching aid. It is not an official form, a sample client history or a checklist guaranteeing a complete application.
For example, a person reading the October 16 Express Entry announcement should not write “already effective” in an October 16 record. The date distinction itself can be recorded without calculating a new score. The person reviewing the file can then match the source to the actual occupation, work history and program requirements.
For a regional LMIA check, keep the worksite and the relevant table period together. A table for an earlier submission period answers a different dated question. Keep an exemption question visible beside the rate rather than turning the rate alone into a final conclusion about processing.
When an official notice leaves a question unresolved, preserve its exact wording and the related application record for review. Do not infer an individual result from a headline or from a general summary.
A useful review question is narrow enough to answer from the actual file. “Which date applies to this instruction?” is more concrete than “What does October mean for everyone?” A dated record helps avoid mixing a future announcement, an older policy and an individual deadline in the same note.

What should readers recheck after this roundup?
This issue covers October 1–31, 2026. It does not calculate a month-wide invitation total or cutoff. For a specific round, use the official dated record and its instructions rather than relying on an estimate.
For an individual review, bring the current instruction or letter, your submission or profile record, the relevant dates and the specific question you need answered. IRCC and ESDC decide matters within their roles; protection matters may also involve the border agency or the Immigration and Refugee Board. General updates do not decide an individual file.
General information only. A consultation is separate from retained representation, which requires a written retainer. No outcome is guaranteed.

Work-permit job-offer instructions
The page concerns employer-specific work-permit assessment. Its September modification date is background for this roundup, not proof of a new law beginning that day. Use the actual letter and current instructions when a job-offer concern affects an individual file.

Inland asylum Portal transition
The notice distinguishes an unfinished inland claim from a claim already submitted before the November transition. A saved draft and a submitted application are different records. Its stated cutoff and requested review of answers are material; this roundup does not replace individual instructions.

English border-claim transition notice
The English notice says CBSA-collected information will be saved when a claim has not been linked or submitted by the cutoff. Medical-exam exemption: older announcement
The notice is from October 2024 and describes an extension for certain low-risk applicants in Canada. It does not make every applicant exempt and is not a new October 2026 announcement. The individual conditions and current application instructions still need to be read.

Express Entry medical-document instructions
The operational instructions discuss medical confirmation and the in-Canada policy, including previous examination identifiers. The existence of a possible exemption does not establish that an applicant should leave the medical section blank. This roundup does not provide a personal medical eligibility finding.

Express Entry: announced November points changes
The detailed page distinguishes Canadian work experience from qualifying job-offer points and says the higher applicable Labour Market Integration score is used. It separates program eligibility from CRS scoring. Its November transition instructions require current, file-specific reading rather than a general instruction to enter placeholder data.
