The Express Entry senior-managers category requires qualifying Canadian experience in a listed occupation and eligibility under an Express Entry program. Being a business owner, company president or manager does not by itself establish either requirement. This guide uses IRCC's current category instructions opened October 20, 2026, without predicting the categories or invitation thresholds for 2027.

This original planning diagram separates questions. It is not an eligibility result or a prediction.
Start with two separate eligibility questions
The first question is whether you qualify under an immigration program managed through Express Entry. The second is whether you meet a category's conditions and the instructions for a particular round. Put them on separate lines of your assessment. Category selection is not a stand-alone permanent-residence program and does not remove requirements from the underlying program. Compare the underlying routes on our skilled-worker immigration page; that overview does not replace a program-specific eligibility assessment.
This distinction matters before anyone estimates a score. A high numerical result cannot cure an unsupported eligibility claim. Write the program name, the work periods being relied on and the evidence supporting them. If a point remains unresolved, keep it visible rather than using a category label to make the file appear complete.
Read the source summary: IRCC: category-based selection.
Use the current listed occupations rather than a similar title
IRCC currently lists four NOC 2021 occupations for this category: 00012, 00013, 00014 and 00015. They concern senior managers across specified service, health, education, trade, construction, transportation, production and utility sectors. Use the official table for the full occupation titles and examine the actual occupation, not just the word manager on a business card.
For the September 16, 2026 senior-managers round (#444), the specific Ministerial Instructions also require the person to have performed the occupation’s lead statement and a substantial number of its main duties, including all essential duties. Unauthorized Canadian work is excluded from the qualifying period. Check the instructions for the particular round; the category page’s summary does not replace them. Read the official instructions and round record.
A working job title can be useful context, but it is not the assessment. Describe the organisation, the applicant's responsibilities and who makes which decisions. Separate strategic management from the operational tasks the person also performs. Do not copy an occupational description into a reference letter merely to create a match; the employer should truthfully describe the work that occurred.
Read the source summary: IRCC: category-based selection.
Map the Canadian experience period accurately
The current category page requires at least 12 months of full-time work, or equivalent part-time work, in a single listed occupation in Canada within the preceding 3 years. It states that this experience need not be continuous. The relevant round instructions must also be met. These are category conditions, not a universal rule for all Express Entry experience calculations.
Build a dated history of the periods you intend to claim. Identify the employer, location, occupation and working arrangement for each period. Show gaps and role changes rather than making the chronology look continuous when it was not. Have the applicable calculation reviewed before relying on it, especially where several jobs or different senior-management duties are being combined.
Read the source summary: IRCC: category-based selection.
Business ownership needs its own work-classification assessment
An owner may also perform management duties, but ownership does not decide how an underlying immigration program classifies the work. CEC has a self-employment exclusion in its ordinary qualifying-work rules. The senior-managers category page must not be used to silently remove that exclusion. Ask which program is being assessed and how it treats the actual relationship.
Prepare ownership and control records alongside employment documents. If an earlier application called the same work self-employment, bring that application to the review. Do not change a description simply to produce an attractive result. The aim is a consistent and truthful account that can be assessed under the rules, including any different program that may need separate consideration.

Build a duties record that another person can understand
Start with a short organisation chart and a description of the business's operations. Explain where the applicant sits in that structure and what decisions they actually make. Where available, connect duties to dated records such as delegated authority, reporting lines, budgets or project responsibilities. These are organising suggestions, not an official list of mandatory attachments for every file.
Use enough detail to distinguish the applicant from a supervisor with a senior-sounding title. A letter that says only responsible for management leaves the reader to guess. If records are unavailable, explain the gap to your adviser. Do not invent subordinate staff, budgets or authority to make the position appear more senior than it was.
Read invitation records as history, not a forecast
IRCC publishes invitation rounds and their applicable instructions. A past cut-off or invitation count describes that round; it cannot establish a candidate’s eligibility or predict a future score or date. Keep the official round type, date and instructions together when reviewing a particular invitation.
At the review date, IRCC’s latest senior-managers category round was #444 on September 16, 2026: 250 invitations and a lowest-ranked CRS score of 389. Those numbers describe that round only; they do not predict another cutoff or establish a person’s eligibility. See the official round instructions.
If the rules or profile facts change, check what needs to be reassessed. A historical round does not establish how IRCC will classify another person’s business-owner work.

Do not confuse category selection with CRS changes
A category determines which eligible candidates may be considered in a particular type of round. CRS ranking is a different part of the system. IRCC has announced changes effective November 3, 2026, so a current assessment must state its calculation date rather than mix future and present rules. An announcement is not a reason to insert unconfirmed points into a profile today.
Keep a copy of each calculation and the assumptions behind it. Record which facts are documented, which require further evidence and which depend on a future effective date. That allows a later reviewer to see why the result changed without rewriting the history. A calculator is useful only when its inputs and the applicable program assessment are sound. Use our CRS calculator only for a preliminary estimate; it does not decide category or program eligibility.

Prepare for an invitation without treating it as approval
Use the waiting period to locate original employment records, previous forms, language results and education assessments that may be relevant to your actual program. Identify expiry dates and discrepancies early. An invitation creates another application stage; it does not certify every claim previously entered into a profile. Keep supporting material organised by the claim it is meant to establish.
If your job ends, duties change or another material fact changes, obtain advice about the effect on the profile and application. Do not assume a category label remains valid indefinitely. The same care applies if you change the proposed principal applicant in a family. Each person's experience and program eligibility must be examined separately, without promising an invitation or permanent residence.

A worksheet for the job behind the title
This is an original blank worksheet, not a client account or a government checklist. Add truthful facts and mark unresolved points for advice.
| Question | Record to bring | What still needs an answer |
|---|---|---|
| Which entity employed you? | Contracts, employment letters and corporate records. | Is the employer the same entity described in the application? |
| What decisions did you make? | Reporting lines and truthful examples of responsibilities. | Does the actual role fit the occupation being assessed? |
| Where and when did the work occur? | Dated employment and travel records. | Which period is Canadian experience within the relevant window? |
| Did you control the business? | Ownership, management and previous application records. | How does the underlying program classify the relationship? |
Test a title-only file before using it
Use an imaginary file containing a business card saying president and a payroll summary. This exercise is not a client example and gives no eligibility result. First ask what the company does and what work the person actually performed. Then ask which records establish the Canadian period, occupation and working relationship. Neither document answers every question by itself.
Now imagine adding an organisation chart and a detailed employer letter. Those records may explain responsibilities, but they still do not decide how CEC treats owner-controlled work. Add a separate program-assessment page. If the classification remains uncertain, write that uncertainty down rather than letting the improved presentation turn into a positive legal conclusion.
Finally, place a historical invitation result beside the file. Ask what it proves: only what occurred in that particular round. It does not authenticate the imagined person's experience or forecast another invitation. This separation helps you prepare a useful consultation even when the answer is that more records, a different program assessment or a different plan is needed.
Questions about express entry senior managers
Are all company presidents eligible?
No. The actual occupation, Canadian experience, underlying program and round instructions must be assessed.
Does the category override CEC self-employment rules?
No. Category conditions and underlying program eligibility are separate checks.
Can part-time periods be relevant?
The current category page allows equivalent part-time experience, subject to its other conditions. The actual calculation needs a dated work history.
Should I rely on the last draw score?
Use it only as a dated historical record. It does not predict another round or determine your eligibility.
General information only. Requirements can change and no outcome is guaranteed. IRCC, ESDC, the IRB, provincial authorities or the courts make decisions within their responsibilities.
